About Area 31:

In the fictional universe of Star Trek, Section 31 is an unofficial intelligence and defense organization, similar to a secret police organization. The organization appears or is mentioned in Star Trek: Enterprise Episode 8, Star Trek: Deep Space Nine, and Star Trek: Discovery Season 2 Episode 3.

Area 31 is often compared to similar alien organizations, such as the Romulan Tal Shiar and the Cardassian Obsidian Order. However, unlike these organizations, Area 31 does not exist to enforce government policy or punish traitors, but is more focused on defending against threats outside the Federation. Another difference from the Tal Shiar and the Obsidian Order is that both organizations are feared by Romulan and Cardassian civilians; however, citizens of the Federation are never aware of Area 31's existence, let alone encountering it.
